The surveillance  programme started in 1985. 2013 was the last year when the Norwegian Veterinary Institute coordinated the porgramme. 

The aim of the programme is to monitor the occurrence of residues of substances having anabolic effects, prohibited substances, veterinary drugs, and contaminants in live animals and primary animal products. Imports of animal origin from non-EU countries are included.

A comprehensive regulatory framework is the basis for how the program at any time is designed.
